…well according to European copyright law in any advent. As of  the 1st January, Popeye the Sailor is now available for use by anyone within the European union, which means anyone can use his image without permission nor the need to pay royatly fees for his use. It will be an interesting case to observe moving forward.  CBR has an article discussing the case further here.
